    Regiones y Unión Europea tras el Tratado de Lisboa. El Comité de las Regiones, los Parlamentos regionales y el desafío de la «Multilevel Governance»

    This work aims to reconstruct the role of the Regions in the European multilevel governance in light of the reforms introduced by the Lisbon Treaty. It values the main regional reforms of this Treaty, which have promoted the involvement of subnational levels in the mechanisms of parliamentary and judicial control of the principle of subsidiarity. In particular, these innovations regard the participation of Regional Parliaments to the subsidiarity check system (so-called early warning) and the inclusion of the Committee of the Regions among the subjects entitled to bring an action before the Court of Justice in defense of this principle. In this context the study focuses on two aspects: a) the new role and functioning of the Committee of the Regions; b) the mechanisms of inter-parliamentary cooperation and regional best practices adopted in the comparative law, with particular reference to the Italian and Spanish experiences. The essay concludes with an assessing on the contribution of the Regions to the European democratization process.
