    International Law between States, the International Community and Global Civil Society - On the basis of the problematic and still controversial distinction between international « society » and « community », the author identifies the international community as an abstraction in the analysis of the relations among States and between States and the international legal system. By concentrating particularly on the United Nations’ International Law Commission, the author emphasizes why the Commission’s work is emblematic of the unfinished task in law to unify and rationalize material that is often considerably muddled and chaotic. This effort is frequently stressed by processes such as fragmentation, diversified expansion and the increasing number of legal regimes that characterize the state of the art in international law; a picture in which the appearance of so-called global civil society on the international arena is making matters worse.
