    Die „Kerneuropa“-Idee in der europäischen Diskussion

    Under the spell of persisting stagnation of the European integration process, politicians and groups of any colour made appear publicly the proposal to create a ̔core-Europe̕. In general, two kinds of core-Europe conceptions may be distinguished: those designed rather statically and who plan a long-lasting coexistence of the ̔core̕ and the other community members, like for example the suggestions made by Kurt Georg Kiesinger and Édouard Balladur; and other concepts attributing a pioneer function tothe core supposed to be followed by the more reluctant adherents, like for instance the plans of Willy Brandt and Joschka Fischer. Both have nevertheless in common that the core building is only perceived as a transitory phenomenon, one step on the move towards the take-over of the core's structure by the entire community. As a pragmatic solution to resolve specific integration-deficits a differentiated integration will certainly continue to be a model; however, as a strategic concept to deepen the European Union, the core-Europe plans actually don't seem to be a good policy.
