    In the current phase, in which the Italian regionalism is involved in a new project of reform, it has also been reopened the debate about the special Regions, to which - due to the so-called safeguard clause - the new rules on the division of competence would not apply until the revision of their statutes on the basis of agreements with them. The transitional provision gives rise to multiple nodes of interpretation to be resolved, especially with regard to the procedural aspects of the revision of the Statutes. In any case it must be concluded that it is able to produce the effect of giving rise to a greater autonomy "of result" of special Regions autonomies, deriving from maintaining the status quo ante.
