    Reform of the Commonwealth Grants Commission: It's All in the Detail

    The response of Commonwealth Grants Commission (CGC) to the terms of reference (TOR) is discussed. The objective of this paper is not to focus on how the TOR are decided but rather on how the CGC goes about responding to them. The intention of this paper is to focus on three basic issues , the CGC methodology, the broad limitations of the CGC approach, and the possible constructive reforms to the CGC approach - both incremental and more fundamental.
