    The present work discusses an agreement of the Commission on Bilateral Cooperation between the Autonomous Community Aragón and the Central State related to a law passed by the Cortes of Aragón in 2012. Based on this, the functioning of the Commissions for Bilateral Cooperation will be analysed with special attention to the negotiation mechanisms between the Administration of the Central State and the Autonomous Communities established in article 33.2 of the Organic Law on the Constitutional Court.
