    In Spain, the fight against climate change is a shared matter between State and Autonomous Communities. Both levels have to collaborate to generate a coherent system of action in order to achieve a common objective that presents important environmental, social, economical and political impacts. Intergovernmental relations, in a formal and informal sense, are an essential instrument to avoid duplicities, overlapping and incoherencies within the system. The final reason is to optimize the limited resources that they have. This document shows briefly the distribution of powers established in the so called block of constitutionality and how the consideration of climate change as a shared matter is the reason to consider intergovernmental relations as necessaries.
