    This article traces the development of federal reforms in modern Russian Federation. It starts the analysis from the decentralization reform started under the Yeltsin´s government in the 1990s, proceeds with the analysis of centralization territorial reform of Putin´s government ion the period of 2000-2008, then it analyses the period of Medvedev´s government and the return of Putin to power as a president up till these days. Apart from the detailed analysis of the complicated dynamics of territorial reforms and re-federalization of Russia, the article also demonstrates the importance of including in the studies of modern federalism sub-national and international aspects.
